To accelerate privatization and trading procedures for state-owned property in Uzbekistan, several significant amendments have been introduced to the e-auksion system and trade regulations. The updated framework aims to eliminate unnecessary delays for entrepreneurs and increase the investment attractiveness of state assets.
The main innovations are as follows:
1. Lots Starting at 1 Million UZS A number of state assets that remained unsold for an extended period are now being listed with a symbolic starting price of 1 million UZS. This opens up accessible entry points for small and medium-sized enterprise owners to acquire and utilize state property efficiently.
2. Introduction of Hybrid Auctions (Anglo-Dutch Model) Trading for properties remaining unsold for over 3 months will be conducted using a new hybrid mechanism:

Price reduction phase: Initially, the price is lowered incrementally by 2 percent steps.

Price increment phase: As soon as a participant submits a bid at a reduced price, the reduction stops, and the auction proceeds under the traditional ascending-price model from that bid upward.
3. Reduced Timeline for Auctions Under previous regulations, a mandatory 30-day waiting period was required following the announcement of an auction. According to the updated rules:

The announcement period for initial sales has been reduced from 30 days to 15 days.

The notice period for repeat auctions has been shortened from 10 days to 5 days.
