The Procedure for Recognizing Ownership Rights to Unauthorized Buildings is Being Simplified

 

Text: In accordance with the new legislative acts approved by the Senate of the Oliy Majlis, significant relief and privileges are being introduced in our country aimed at protecting the property rights of citizens, legalizing the real estate market, and regulating land relations. In particular, the processes for registering ownership rights to unauthorized occupied land plots, as well as residential houses, buildings, and structures erected on them, have been substantially simplified.

Key benefits established by the new legal norms:

  • Application review periods reduced by 3 times: The overall timeframe for reviewing documents submitted by citizens and publishing them for public review has been shortened from 150 days to 50 days. This will prevent excessive bureaucracy and time loss.

  • An installment system for financial obligations has been introduced: When registering ownership rights to unauthorized structures, citizens are provided with the opportunity to pay the designated one-time fee in stages (installments), based on their financial capacity.

  • A 50% discount for payments made within 20 days: If 50% of the calculated one-time fee for the recognition of the lease right to the land plot is paid within a 20-day period, the citizen is completely exempted from paying the remaining part.

  • Minor debts will not be an obstacle: If the amount of existing debt on mandatory payments for the property does not exceed 30 times the Base Calculating Amount (BCA) (12 million 360 thousand soums), this circumstance will not prevent obtaining the ownership rights to the property.

These reforms will contribute to the positive resolution of long-standing issues faced by citizens, provide a legal guarantee for their property rights, and increase economic activity by introducing real estate objects into lawful circulation.
